Problems getting Queen to ramp it up

Hello Club,


I'm moving into my second year. My bees made it ( I would say survived but not thriving). I determined I was Queen less coming out of winter. I had my mentor come over to confirm that. A new Queen was released on April 11 and then we had a severe cold snap. Checked for eggs on April 20 and only found drone brood and weak at that. Because of that cold snap, I waited another 12 days, still no eggs. There is space for her to lay and more in the bottom deep so I put her there. I also called my Queen supplier and she did say we could try another Queen at no charge. However, between that cold snap and before we had this recent cold snap, I noticed the activity really slowing down at entrance.. the colony on a whole is weak and I think may be getting even weaker. Regardless of the cold, will she not lay if there aren't enough nurse bees to take care of them? I'm wondering if I should scale down to one deep and see if they'll ramp up ? Anyone have thoughts on this? Help! Janis
